The Streamlined Filing Compliance Procedures were created for taxpayers whose past non-compliance with foreign income and account reporting was non-willful. Done correctly, they let you come into full compliance with a fraction of the penalty exposure of doing nothing — and far less than the penalties for being found out first.
There are two tracks. The Domestic procedures (SDOP) apply to taxpayers living in the United States and carry a 5% penalty on the highest aggregate value of unreported foreign assets. The Foreign procedures (SFOP) apply to taxpayers who meet the non-residency requirement and carry no offshore penalty.

Am I eligible for the Streamlined Procedures?
The Streamlined Procedures are for taxpayers whose failure to report foreign income and accounts was non-willful — an honest mistake or misunderstanding rather than intentional concealment. You also need a valid Taxpayer Identification Number and must not currently be under IRS examination. We assess your facts up front and tell you honestly whether streamlined is the right path before any work begins.
What's the difference between SDOP and SFOP?
Both bring you current, but eligibility and cost differ. The Streamlined Domestic Offshore Procedures (SDOP) apply if you live in the U.S. and carry a 5% miscellaneous offshore penalty on the highest aggregate balance of unreported foreign assets. The Streamlined Foreign Offshore Procedures (SFOP) apply if you meet the non-residency test, and they carry no offshore penalty at all.
What does a complete streamlined package include?
Generally: three years of amended or delinquent income tax returns, six years of FBARs (FinCEN Form 114), the applicable penalty for SDOP, and a signed non-willful certification — Form 14654 for domestic filers or Form 14653 for foreign filers. The certification narrative is the heart of the submission, and we draft it carefully to explain your specific facts.
What if my situation might be considered willful?
Then streamlined is not the right tool, and filing under it could create real exposure. If the facts point toward willful conduct, we'll tell you plainly and discuss other avenues, which may include working with a tax attorney. We would rather give you an honest assessment than put you into the wrong program.
